What is going on with the 'In God' on this coin? The 'I' is almost flush with the field and there doesn't appear to be any damage on the rim of the coin.

Any thoughts appreciated.

It has the looks of what I've seen called a "ridge rim." The devices may be close to flush with the field but, only because the field is effectively "raised" due to the wear on the die.
