Possible die cracks or a lamination on that area from a struck through copper scrap. I can't tell for sure what yet.

Looks more like a pre-strike planchet lam error, see in center of 9 and a metal flaw (?) NE of 1. But...doesn't explain solid leg of 9 to me...?
