At best an F-12. The reverse scratches at 9:00 might be counted as graffiti. I would try to remove the gunk in the small tight spaces with a pure acetone dip and light touch removal with a toothpick if necessary. You won't hurt it.

New look..

There looks to be no lustre left, and lots of wear. The top of the bird looks quite worn, but not the feathers on the wings. The denticles at the top look like they are fading away, as do the tops of the letters around that area, and I highly doubt that is because of wear. Now, it might be because of the different lighting, but the last pictures make the coin look less flat—primarily on the leaves on the reverse. I do not think this coin grades high, but I also do not think it reaches as low as fine; I would be at VF-20. There are some scratches on the reverse, but I do not think they are bad enough to get this coin a Details grade.
