The question is open to too many possibilities. I'd rather have a full head Standing quarter in 58 than the same coin with a normal strike and a 62 grade. However, I'd prefer the MS if it was 64 or better.
Walking Liberty halves are notorious for weak strikes. Finding one with feathers on the right leg of the eagle on the reverse and full thumb and left leg of the dress is nearly impossible to find. I have 67s that don't have that strike. Super strong strike, all by itself, would make a Walker worth many times more than the average.
Other series, such as full steps for the Jefferson nickel, strong centers on Morgan dollars, full bell lines on the Franklin half, and many more, all have particular requirements to be dubbed as strong strikes.
The series, date, grade and mint and the percentage of examples available with strong strike would need to be considered.
