Just my opinion, but you have to ask: What's a 29 year old foreign coin doing at the mint? Since I believe it was 'helped' on the inside -- I feel certain it had some help getting out the back door. It is an "assisted" error, meaning that a mint worker intentionally overstruck an old Canadian quarter with a US quarter. There is no point in looking for one, it is a unicorn.
