A friend found this coin and is wondering if it is a mint error or post fabrication modification.

No error from the mint. It appears to be glued on, soak in acetone and see if comes off.

not an error, that is PMD. Maybe it was part of a pin or cuff link

That's a crazy looking dime. First thoughts are an experiment of some sort PS. But maybe someone knows exactly what it is.

The lighting angle suggests that it is incuse. My vote is for a nail set: PMD. What does the obverse look like?
