Hmm... I am thinking higher than EF. There is a lot of lustre, but more importantly, I am having trouble finding any wear. The hair and collar seem to have the most fine details, but I am seeing no wear on either. The reverse does seem a little duller, but I am thinking that is just because of the pictures. If there is any wear, I would say AU-58, but I am thinking this coin is in mint state. I am thinking MS-63 for those pictures.

As always, it's hard to say from photos, but I say XF. I don't like the dings on the obverse also. Too much contact on the head to be an AU coin.
