If I'm correct all memorial cents 1959- 1991 or 1992 were minted with Wide AM. Wide is what I'm seeing in the images you posted.

The AM is touching. There is a method to determine that. Draw straight lines in the edge of the right side of the A and on the left side of M. If the line touches at the base. Which clearly shows that it does without drawing lines.

 (Picture sourced from USA coin book (website)) There is no Close AM variety that I know of for that year or any that a google search will bring up. You pictures are showing Wide AM to me. Could you perhaps take clearer ones of the "AM" again and the "FG" (on the bottom right of the memorial. There could be some black stains or something else illuding it to look Close AM. Here's what I'm seeing

If it's a 1983 cent, it is completely normal. As far as I know, the " Close AM" dies didn't even exist then. It is only of concern with 1992 business strikes and 1998-99 proof strikes.

The A in States is definitely centered...and the initials are close to the memoriol...It's a WAM

Do you have another 83-D to compare it with? Comparing it with a different year will not give a valid comparison as to whether it is a wide or Close AM, which as far as I know was not even a possibility in 1983. I just looked at my 1983-P and 1983-D and they both look pretty close to what you are showing, so I think that is just what the reverse in 1983 looked like. The pictures you have are pretty grainy, so it is difficult to be sure. The mint makes minor changes on designs from year to year, so the only way to be sure is to compare it to a coin from the same year.
