I obtained a set of coins from a professional archaeologist who recovered the coins from central Israel several years ago. While I have identified some of the coins, I will be very grateful for any help I can get in identifying this coin pictured here. It measures approximately 15mm in diameter.

My closest guess would be a RIC VII Thessalonica 188 type based on the reverse victory. The mint mark is obviously off the flan. The scepter intersects the shield at the top 1/3, the shield is slightly leaning left and is midsized, the prow is hooked and not angled, and victories hand holding the scepter is at the hip. This is just a guess because there is no mint mark.

As someone relatively new to ancients myself, I do wonder how the experts decide which of several possibilities to assign as a coin's ID when certain features are off flan. Does the style override precise placement of design details or vice versa, etc.?
