Discovered what looks to be a 2017 P DDR penny tonight.

Letters on the revers show extra thickness and lots of notching.

Thoughts?

I don't think so, but maybe? I'm not seeing the extra thickness and it looks like there may be Machine Doubling on the you in UNITED.

Probably a side by side of the same areas will give us a better idea of what is going on. The notching might just be MD on those areas. Just the tops of the devices look affected. If you see something like this on the obverse, then that is probably what it is. A high bounce that just touched those devices.
