ANACS didn't mark it as cleaned, so at least it passed their tests.

I think it was cleaned. It is too bright at the high points. Bifd the coin not the holder. All TPG companies make mistakes/omissions

The thing that bothers me about coins like this is, how did crud manage to accumulate in the lettering while the rest of the coin is clean enough to eat off of? It's not worn enough to have seen serious circulation.
