Beaten to the punch! Yes, these are a branch of the Indo-Sassanian family, being made by the Pratiharas and/or Palas in about the 8th or 9th century. The curly shapes in front of the bust are extremely stylized early nagari Sri Ha, which doesn't mean much (specifically, it means Venerable H.) Here is a sketch (not sure of the source) to approximate the entire die:

Note that whoever made that was taking an educated guess: it is missing the orb above the hat, the wings, the hair bun and decorations behind the head, the symbol above "Sri" and some decorative markings above the flame.
