Even Windows Paint can reduce the image size for you. It's not wise to upload several megabyte pictures anyway.
In Windows Paint (All Programs->Accessories->Paint), open the desired image then choose the Strech/Skew option from the Image menu and then specify percentages below 100% for horizontal and vertical stretch (same percentage for both) and the image size will be reduced. You can do it several times, by trial and error, if the resulting size is not the one you like. Once done, make sure you save the image in JPEG format, so that storage size is as small as possible.
