It is a doubled die, but doubled from a master die. (MDD Master Die Doubled)
So what does that mean? Look at this chart below:

Note there are only two master dies made. So if both were used equally, then 50% of the hubs were doubled and 50 % of the die were master die doubled. So dies from all three mints could have 50% of the dies MDD. That would make 50% of the coins looking like that. So because of a large number of dies created with this issue, the MDD coins would be very common. The exact number is unknown, but a very large percentage of the cents that year suffered that issue. So it is a common doubled die worth face.

So if you the doubling you see is like the images above it is from a doubled master die and common.
