That's a beautiful coin! Uncirculated, it is. A few small scratches here and there, which is a pity. But it's a large coin, so it happens easily. Probably MS-64 or MS-65 by that scale, I guess.
Now, the problem is that Mexico has a load of these coins in this condition. I bought mine, in about the same condition, for about 5% over the silver price (in Mexico City, I have to admit).
The spotting might be considered to be environmental damage (thus getting a "details" grade). The problem is that so many of this issue are available as true brilliant uncirculateds that any specimen with even the slightest condition deficiency is basically just bullion.
