Odd Concave/Convex Double Struck State Quarter Help?

I'm not a coin collector so please excuse my terminology when describing the errors on this coin. I found this as I was rolling a box of quarters. It was raised in the middle and felt odd so caught my attention.
It's a 2006 North Dakota State Quarter. It weighs the same as a normal NDSQ.
The front of the quarter has double striking in where the inner strike is made, but it still has same coin markings just extended. The front is concave and the back is convex. The back shows quite a few differences.
I don't think there's a way this could have been manipulated after it was made, but I researched for days and just can't find any information.
I don't want to take it to someone to sell and they tell me it's nothing when it is something!
The last two photos I put the odd quarter by a normal one to show comparison, it's hard to show that dip.

This is PMD (Post Mint Damage meaning it happened outside of the mint). It's been altered somehow.

Looks like somebody put it on top of a socket or placed it over a hole that was drilled into a piece of metal obverse down and gave the reverse a whack with a ball peen hammer.

I may not have taken clear enough pics or you may see it, but how would that cause his face to have an outline?

Looked like someone named Little Johnnie in the Garage was trying to knock out the center portion of a bimetallic coin and succeeded. The revers of quarter shows an instrument being pounded in center and corresponding center hole rim has been transferred.

Mark's will work too, actually more readable with 2nd ring formed around Geo. Ahh, another file example. Opinions abound, everybody has one, just like a certain body part that everyone has...loud and mostly stinky...

The inside edge of whatever hollow cylinder was used as the "anvil" for this little piece of whimsy forms that edge. I'm thinking it was done on a press, rather than with hard blows from a hammer, since little damage is done to the reverse face which would have received the impacts.

Maybe somebody trying to learn repousse technique.
