On a lot S mint marks there seems to be a tenacity for the punch to break, especially inside the curves by the serifs. Weaker spot perhaps? But see it quite often, since Mintmark punches are used on consecutive years' formation of each working die. Think "Clear S/Filled S" of those nasty SBA's

As for RPM, just the very shape says no, too uniform. Any kind of rotation (split serif) or directional movement (up/down) will cause thicker places than others
