It would appear that a cent was struck and was not ejected from the dies, bounced some and turned and then was struck again. But hey, I can't tell if it's legit or not. Looks convincing as this time the images are not reversed like a vise job or something.

Weird as it may be, it is either a legitimate mint striking error or a "mint-assisted error" (there really is such a classification, look it up!) it is indeed weird because the rever shows signs of at least a triple rotation but obverse shows a double. I'm wondering if this is not what's called a "soft-struck error. That is where a die is made from striking an impression of a real coin, then using it to strike another. It takes two dies like this to do a whole coin. Here's how it's done (A Little Johnnie in the Garage secret from Vol 2)

Problem is, a very un-natural will be transmitted as in this real example:

That's certainly interesting. I'm thinking it's a genuine rotated/double-struck mint error. The obverse and reverse rotations seem to be around 135° and in the proper respective directions.

At a starting bid of $150, it'll be a very few.

I am tentatively of the opinion that it's a genuine Mint error. Just not a $150 one. At $50, I'd snag it.
