I recently bought a Walking Liberty half graded by NGC MS-64 on ebay. Today I received the coin and at a distance it is quite a beautiful coin but upon further inspection I noticed some spots of PVC residue or "Green Slime" on the reverse. Has anyone else encountered such a issue.

Yes, not green slime, but other issues that either I didn't notice, or that the photos didn't show. Is returning it an option?

If you feel the coin is not as described then contact the Seller and ask to return the coin for the stated reason.
Maybe the Seller didn't see the problem either.

It's quite possible for it to have developed after slabbing, or for NGC to have missed it entirely (wouldn't be the first time). Moreover, the seller might not know what PVC is either.
I would think a return is justified. You obviously know the only way to stop the coin from rotting away now is to crack it and destroy the slab's added value.

If returning is an option, do it. Explain why, politely, and do not accuse the seller of anything. Use tracking for the return, in case there is a later dispute (e.g. the seller claims they never received it).

I agree that if you have a clear return option, take it. As SsuperDdave said, it may have developed after slabbing. The seller? Who knows... Maybe they saw it and that's why it was put up for sale. It could be remedied but, at the cost of removing the slab and NGC certification along with it.

In buying from e-bay over the last past year I come to realize that you have to dissect every part of the sellers photos . for the slightest issue with a coin . Even on near perfect pics something may be hiding if the coin was photographed at a certain angle . It happened to me a couple of times , was it intentional , or not

Yes returning is an option. I'm wondering if the seller did know about the PVC because I bought the coin for $50 shipped and that's a pretty good deal for a 1945-D MS-64 on ebay. I thought I got a deal but I guess not. In the future I guess I will have to really examine the photos before buying.

Study the photos by all means, but the most important thing is to never bid on or buy a coin that does not have full return privileges.
