If the back is normal, maybe a slight MAD. Looks like environmental toning, maybe found by a metal detector in the ground.

What do you think is wrong with it?

The back looks the same I thought maybe spray paint but it won't come off I scratched a piece

Some kind of PMD. Environmental damage of some kind.If it was paint,acetone should remove it.

Does it have the copper showing on the clad edge? If not, then it might be counterfeit? The surface looks a bit grainy. So something may have affected if it is real. But sand cast coins look grainy.
