1938 D/S Buffalo - RPD Or PMD?

I got this in today, and looking at the date, it looks like it's an RPD, but I can find no listing for such.

The outside of the 3 and the 8 look like PMD, but the inside of the loop of the 9 looks like it may have been an RPD.

What say you? Thanks!

I don't see any damage or RPD, just honest circulation wear, may have been lightly wiped once.

The date stopped being hand punched after 1900. There's no way this could be an RPD.

Nice D over S there and looks like a typical to above average coin in XF45 condition to me.

This particular OPM is characterized by a curved line inside the D, with nothing really visible outside the D. It's fairly obvious if you know what to look for, and visible in the pic here. Image from PCGS CoinFacts:
