Highly unlikely as I have much to learn about coins, however, going through some of my Nickel coins and the finish appears off. Thoughts? TIA, greatly appreciated

It sure looks like full steps to me. Although, I don't know very much about Nickels so I'll let the others chime in on this one.

Unfortunately the nicks and dings and contact marks will disqualify Nickels from being considered as FS, yours has a few contact marks on the steps!

I agree the mark on the steps prevent it from FS designation.

There was a 1994-P sold in a commemorative set. I cannot tell from your photos, but it did have a matte finish and is quite valuable. Yours obviously would be impaired from circulation, but still valuable if it is a matte finish coin. Here is one link I found to it.

It sure does look like an impaired 94-P from the commemorative set with matte finish . Unfortunately not full steps , big hit on right side of steps.
