Hard to tell if it's a delamination or a dirty scratch.

Without some close-up pictures, I'd be inclined to say it's a lam, as scratches are usually fairly straight, and this 'looks' more like a lam.

It also appears to have a dot below the V & S in the legend.

Any chance of some in-focus close-up pictures?

I am pretty sure it's a lamination error.

Not sure if this picture helps any.
To me it looks like a lamination issue
but I'm certainly no expert.
It would help if the OP stated denomination and year of coin.

Ironically, the OP's original question is a tricky one, because all lamination peels are usually "post-mint damage", because they occur after the strike.

However, laminations are due to faulty planchets, so it is legit error from that perspective...

Anyhow, I digress, this is a legit peeled lamination, with some damage to the lamination due to circulation.

It appears that it can only be a Canada 1 Cent, 1937-1947 #32.
