Wow, those were made with a very loosely held die! Meaning, MD. Most all the time(99.7%) when you see both mint mark and other devices with the same effect, it is Mechanical Doubling. Since hub movement when making dies does not effect the MM...that is added to each working die prior to being used. Here again, is the shelf like appearance, a smearing effect, if you will, where this shifting upon striking has the sharp edges of the devices shaving and smashing the design.
This may also be a bit of DDD( Die Deterioration Doubling) too, plus remember that MD can have movement in multiple directions within one coin strike. The process is like a hammer hitting a nail...to displace energy, the hammer bounces slightly on the nailhead, landing slightly in a different spot each time.
