Stars not well defined (obv.), but breast feathers are. (rev.)
I suspect rev. die fresher than obv. die.
I would go for MS with weak obv. strike.
I would like to like to look at Lib's hair above the ear, at 30X, may show up scuffing on the high points. Don't worry about doing this, because a TPGrader examines at only 10X, and should still give MS grade.

The dot was just a piece of fuzz/debris that was on the counter. I only noticed it after the picture was uploaded and it was quickly removed with some air before returning it to its holder.

The lack of separation between the rims and the denticles could indicate wear. I have seen AU graded examples with more detail to the hair over the ear than on this coin. Although you provided large photos, there is still has a lot of glare and the reverse is not crisply focused.

I would guess this was probably once sold as an MS example. It looks like it was dipped to appear MS as well. Any sign of cartwheel lustre remaining in the fields?

Here is the best magnification of the hair above the ear I can get. As for "cartwheel luster", the reverse seems to have a faint cartwheel, but obverse appears to be lacking.

With the understanding that lighting and photography technique could play a role in the "look" of the coin, I'm seeing a slightly-circulated example just below the cusp of real added value. Like dave700x, I doubt the surfaces are original.
This is an issue which explodes in value in Mint State. Therefore, one has to assume the worst in terms of peoples' motivation to doctor them to appear Uncirculated when they're not, and this rarity has been common knowledge for half a century.
According to Q. David, in 1965 Harry J. Forman (a well-known, pacesetting dealer of his time, the man who discovered the Small Date Lincolns of 1960) offered the ridiculous (for the time) sale price of $375 per roll for Mint State 1886-O's. The price was possible because basically nobody else had them for sale....
