I don't know if this is doubling or not, but there is definitely something going on with the 5 following the 9 in the date. Is this doubling or something else?

Not PMD. This little die chip-ish thing is commonly called the "1955 Bunny Ear" and people find them cute enough that they sell for a dollar or two in decent shape.

Yes, it is a well placed small die chip above upper left of the 5, hence nickname Bunny Ears.

Just a die chip. They were common on wheat cents that decade.
