Excellent catch! It looks like the clash continues a little below the Memorial steps.  That looks like MD to me.

They really polished those dies to try to get rid of the clash, especially on the obverse.

Yes, and above his head. All those little raised lines in the fields are die polishing lines. The heavier the lines the more they were polishing something. Presumably the clash marks on the die.

See that line going almost all the way across his chest (left side and right side of bust)? That's part of the clash also. John1
