First off looks it like a minor MAD (misaligned die) I say minor because (if I'm correct) it hasn't affected the devices near the edge/rim.
The horse and state are from a metal punch, bummer. Can you show a pic of the reverse? As I'm sure that when the more knowledgeable chime in their going to want to see the reverse as well.
IMHO, I'd keep it just for the heck of it even though any premium over face value was probably lost due to the stamping of the horse and state.

I'd say we probably get one of those counter stamps reported at least a couple of times every month. Someone might collect them, but they have almost no value.

Back in 1976 at the Bicentennial celebration year there were sets made of all 50 States. Truck stops used to sell in gifts shops their States as novelties. Yours looks like the latter.
Possibly at a Horse venue ?

Coin is a MAD misaligned strike and over pressure at that, plus a MDD or master die doubling(no value)

Years ago way before I had any interest in this hobby I found 1 with JFK's profile. I tried to keep it separate from the rest of my money, but ended up losing or spending it. Looking back it was a cool little find.

Those were quite popular back in the day. Usually sold with a card that listed the astonishing coincidences between Lincoln and Kennedy.
