That cent is zinc and that is zinc rot on the rim and the mint mark go here and look at 12th post down http://goccf.com/t/300831Oh yeah

 to CCF. It is a large date and zinc. Should weigh 2.5 grams. Around the mint mark are signs of zinc rot. John1

I haven't had a chance to put it on a scale, but it balanced out against a 1960 penny I found in the same roll. It does look like zinc rot though.

Using my highly scientific method (balancing coins on either end of a ruler). I just double checked it against two other copper coins... it is zinc #128548;
Has anyone ever heard of a 1960 penny that only weighs 2.5?

The size, position and shape of the "8" look like a small date, but the flourish of the "2" also looks like a small date. Could be the imaging that makes the "8" look different. No doubt about the "2". Mintmark (if that's what it is) looks like it was burned somehow, unless it is zinc corrosion gone wild. I wonder if someone was trying to "create" a 1982D error and gave up?
