I highly doubt it left the mint in that condition. Looks like PMD to me.

@Hwy14, first welcome to CCF. Second, yes that is damage that occurred after this coin left the mint. It is safe to spend this one.

Just a quick recommendation: handling your coins by the edges will protect them from fingerprints. I would be super-careful about using metal tweezers as they could scratch your coins.
