Actually neither. When I see the fields on your coin I can tell tell the die is aged a lot. More into the VLDS (Very-Late-Die-State) This means your coin was struck with a die that is ready for retirement. Note the fields on the reverse are not flat, but wavy. A sure sign of heavy die wear/polishing that has altered the die freshness that was there when it was new. Often we see very heavy die flow at this point, but it appears that this was polished off/ (probably the reason the die fields are not very flat anymore) But what am I seeing that tells me it is in that later die state? The devices are not flowing towards the rim on the lower parts of the devices. Note on the images of AMERICA you made the side by side of: The inside part of the 'R' and the 'C' is flowing towards the direction of the rim. That is what you are seeing. In fact all the USA devices are showing this even on the tops. That is why they cause your eye as they look like doubled dies, but the die is just showing the heavy die wear. It is not Machine Doubling as the devices are not being reduced by the MD. So the answer is neither a DDR or MD, it is extreme die wear. (thanks for using the side by side, it saved me the step of making one)

i just stumbled upon this post great info. I have several Kennedy's that I thought were DDR, now I'm going back to look at them. thanks guys

I don't think this reverse would be a VLDS. Most of edges around the rim don't show a lot of die ware, especially under DOLLAR where the die ware on later die states usually shows well. I would say MDD, especially on the stars under AMERICA. Maybe a clear closer photo would be of help.
