Came a across a 1983D Lincoln Penny and my friend told me the Mint State looks like it's sitting in a suppression? Also, above the Mint year there is some weird little circle thing and not sure what it is? I did also find a 1984 D Lincoln Penny and it has the same little circle but it's right underneath the Mint Year

Any ideas?

At the Mint mark ? Looks like the plate has split and allowed air to get at the zinc. Zinc doesn't care much for air and begins to oxidize (rot) raising the copper plating, giving the appearance of a RPM. The recess is also probably related to the oxidation.

@mb2, here is a link to a prior explanation from @coop of what you have at those mintmarks: http://goccf.com/t/168585#1550797

The odd-looking circle above the date on the 1983 cent looks like normal damage. As it has pierced the copper plating, I would expect the zinc to start corroding there as well. It looks to me like both of these look can be safely spent.

it's split plating.
The mint mark is the tallest device on the coin.

I also agree the circles are damage, and both coins are spendable, suppression or not.

11997755 are you talking about the hole the Mint State is in or the circle nub above the Mint Year? Lol or both?

Coinmasters I see those errors the picture you shared all the time. I believe this is a good error. I haven't seen anything or heard about any Pennies with the circle nub? It surprises me that I found one that's the following year with same thing.

Anything that happens to a coin after it's been minted is damage. The circle and the whole appear to have different causes, but both occurred after the strike. I'm not sure which picture you're referring to, but here's one you might not have seen. lol
