I'm of the opinion that it is always PSD/PMD unless we can't think of a way that someone did after leaving the mint, in which case it probably is an error. For this specific coin, to me it kinda looks like someone took a very thin blade (e.g. diamond cutting wheel) and started to cut this coin in half along the edge. Part of the remaining rev metal folded over and is now resting on top of the wheat. Or not...

This is a peeling lamination that has folded back over the coin. It is an error coin that folded over in circulation. This is not PSD.
