I got this as part of a bigger lot. Just wondering if this is silver or not and if this gold tint is toning?

Yes any U.S. half dollar 1964 and earlier is 90% silver . that gold tint is the coin is starting to tone .

That coin is United States Government property. It belongs in the United States, send it back.
