But never seen before. Next to eagle head is shadow or another head

This can be seen closely with our blowing up image what do you all think

Your pictures are very blurry. I can't see anything that might be a second eagle. Try to back away a little, and the pictures might be in focus.

@LL, I agree with @fuzzy that in-focus pics would help us dramatically. Right now, I think that I see a rough, vaguely eagle-head shaped spot immediately to the right of the actual eagle. However, I can't tell if this is staining on the surface of the coin or PMD (e.g. scratches or dings). Either way, I don't see how this could be a mint error.

As suggested, try the optimizer. From what I can see it looks like PMD that vaguely looks like a depressed curved shape.
