This puzzled me. So I asked my grammar encyclopedia (wife). Shea said an Oxford comma is optional, especially in journalism.

Unless her name is "Shea", it's a good thing your wife is the grammar encyclopedia.

Though I've also been taught that it's optional, I've always left out the comma before the "and" in a series.

The book seemed like the perfect gift for CCF's biggest Ike fan! I had no choice but to get it for him!

This is true. It is suggested that its only mandatory use or omission should be to avoid ambiguity (it can go both ways). That is, if a sentence is ambiguous without it, add it. If it is ambiguous with it, leave it out.

I found some time to start reading my book, but did not finish it yet.

There are three sections. The biography is the biggest part, which I was able to finish before my son came home. It was pretty good, easier to read than Wikipedia.

The last two sections are about the dollar coin and the stamps. I could have finished it last night, but I do not want to rush though them.
