I'm looking at my comprehensive catalog of US paper money , I know dates, I Know signatures.
But when it comes to ch and fr numbers I'm not exactly sure?

Fr refers to the Friedberg (Paper Money of the United States) numbering system. CH refers to the numbering system developed by one of the authors of your book (Chambliss) I believe. The Friedberg system is widely used.

CH could also be a Charter number for a National Bank note.

Right. For example, a 1976 $2 Star FRN from the San Francisco bank is Fr. 1935L*.

My catalog also has KL numbers (Krause-Lemke).

Any cataloging/numbering system is meant to save space in written/printed media where space is at a premium. You can see how much less space it takes to write "Fr. 1935L*" than the whole description of the note.

I think the OP is asking about the Chambliss/Hessler "Comprehensive Catalogue", where CH#s form the first column - I don't use them, but just assume they were the author's own scheme.

I'm leaning to think the CH# is the charter number for the national bank, IF it is where is that number on a bill?

Your original comment seemed to refer to the "Comprehensive Catalogue...", which shows columns for both CH and Fr - the "CH" designation here is not for the charter number if you are using this fine reference book.
