That's PMD (Post Mint Damage), I'm afraid. In other words, it left the mint as a "t" and was altered somehow after leaving the mint.

The T took a hit, like much of the coin, and altered the shape to resemble a 7. It is just damage.

To CCF! It took a well placed hit, causing the metal to be displaced and get pushed in. PMD (Post Mint Damage).

All the US 1965-67 coins didn't have Mint marks on them.
