Appears to be an Outline of an Upside Down 6 under the 6 at the Large Date? Struck Through on the Reverse on the O at One? Any thoughts?

I'm not 100% on that being a stain, but whatever it is, it happened after the coin left the mint. Looks like a spendable cent to me.
