This one has a lot going on, some I know, some I don't know.
The reverse WNW Die Crack is one I know (getting as bad as OldJoeClark at finding them)
The first and last columns in Memorial as well as Designer's initials are doubled, the date shows doubling but what is most peculiar to me is the weird reverse rim and the appearance of metal flow around the letters.
And some letters are polished flat like "STATES" and "CENT" but others are not like "AMERICA".

Reverse looks like Die Deterioration issue. The last digit also looks like this as well. The first 9 in the date looks like mild die polishing. The 8 may have been die damage, that they were trying in remove from the die. It doesn't look like digit shape, so I'm leaning towards die damage that was worked over.
Rest in Peace
