I would not purchase it (despite the low price) if I desired an original surfaces example ... it has indeed been cleaned and I concur with your suspicion.
BTW ... your topic tile threw me off ... I had no idea what a "WLF" was ... so I checked in mainly based on curiosity.

Many WLH have a "slick" look to them from considerable circulation. This coin is a winner if you want to "fill a hole" but it's not a coin that you would love.

Looks washed with soap and water is all to me and towel dried.

It might have an old cleaning, but that discoloration on the reverse would bother me more.

Looks original to me. Probably grades VG. Good price at that grade.

Personally, I think this coin is OK. I put this set together many times as a kid and this looks like a typical worn specimen.

I concur with kanga.
Looks like a pretty solid VG to me. It will be interesting to see where the $'s end up on this one.

In my opinion it looks cleaned maybe not harshly though. Why can't ebay sellers take the time to crop their images so their stupid fingers and backgrounds don't show up? It really doesn't take a whole lot of time.

I don't think it's terrible, although it depends what your goal is - hole filler or part of a higher grade set. When I put together my budget WLH set I tried to at least ensure that all of my coins had full obv & rev rims and original surfaces, especially the key dates. I don't know that it has been cleaned, per se, just looks pretty slick from years of doing its job.
