Going through my Grandfathers coin collection I came across this pretty unique penny. Tell me what you think!

Have you tried putting your photos in the optimizer and using the circular arrows to flip it around?

Yes sir, I'm using an iPhone with a magnifier. It's more aggravating for me than you know.

The neck area was touched up to enhance that weakness on the hub. The lip area is showing some minor Machine Doubling. No premium for either of these. While interesting, knowing what it is the key.

coop, is that done by hand after the die has been in use for awhile? Or is that a touch-up made after inspecting the new die?

Not sure. But on the 1964 cents you can see two different alterations that year. So I feel is is altered on the Working hub:
1959-D-Penny-With-Doubling-On-The-Neck--And-Lips.
Some don't show any engraving on them. So I don't feel it is a master die issue. I feel the master hub was getting weak (changed after 1968) and the re-engraving was probably done on the hubs. (but maybe I'm Incorrect?)
