It is probably a seal, rather than a coin. Seals are usually made of lead, rather than copper.

It looks like some coins I have seen from Ancient India, but I know very little about these so I can't help you any further.

There are coins on Zeno from Afghanistan and Iran made by folding over copper sheet like this.

There is a very similar, larger (4.05 g) coin listed in the Zeno database from Bahawalpur as a square falus with a laminate (folded) planchet. It's attributed as KM Y-1 made from AH 1205-1281 (AD 1791-1865). Here's the listing. https://www.zeno.ru/showphoto.php?photo=96276The photos for Bahawalpur Y-1 in the KM book don't look like this, but there is a note that there are several varieties and the shape can be "folded over." The markings for the laminate falus in Zeno appear somewhat similar to me to those on the small coin in question here. So I'm going with an attribution of a fractional falus from Bahawalpur in this time period.
