Yes - damage from a reeded coin edge. But usually you don't see it that pronounced!

I've never seen that strong of a railroad track. Maybe intentional.

You could probably measure the reed edge to see what denomination this was from?

The mark looks incuse, it if it were a die issue, it would have to be raised on the die. I can see anyway this could normally happen. PSD
