RPMs are usually not "apparent" to the naked eye. This, being a potential D/S would be an OMM. There are no confirmed OMMs for 1956-D.

I believe this one is a die chip, damage or both.

Or a contact mark. The tail of the 9 looks affected, so it may have also taken the hit on the mint mark also.

There are two debated OMM for this year. One camp (CONECA)Say they do not exist. (San Francisco mint was closed then)
Wexler maintains the two as OMM for this year:

A good read on the whole thread to get an idea of which years for cents that are claimed to be OMM for different years. But not all agree with the choices for this year.
