If you are asking about those at Lincoln's back, most likely zinc gas bubbles.

They are tiny gas bubbles under the copper plating.

We kindly call them zinc zits. Any foreign material that is trapped between the plating and core will cause the zinc to rapidly corrode, causing release of gas and corrosion dust. If those bubbles burst, air will further cause rapid erosion. Why the stinkin zincolns aren't lasting long in circulation.

Appears to have the copper plating stripped. The bumps are common to the copper plated zinc cents.
