Look at the word "STATES"
Now do all pennies wear there or was this a bad stamp.

Larger pics of the "States" areas would help, but offhand it looks like grease may have partly filled some of the letters during striking.

@TJL, these are interesting coins. A close-up pic of the area below the number 9, but right now I see nothing that would prevent me from spending any of them.

Also the other side of the coin is forming the lower bust area, so the metal movement doesn't always fill on the reverse. It is very common to see that area of the cents weaker, even on wheat cents that area is weaker.
