It's called a counterstamp and was done by a company or individual. The message is fairly obvious with this example. Some are much more vague, but there are collectors in this category (considered exonumia).

Yuck! If I received a coin with those inscriptions, I wouldn't accept it as change.

I'm the maker... I think we made just a couple dozen of the NML on the dollar coins... just on some random SBAs and Presidentials that I had laying around. They didn't strike up as nicely as the nickels so we didn't make more. There was a couple others... there was a NO OIL WAR one that went on Presidential dollars with a miniature St Gaudens $20 on reverse. I usually sell any of the counterstamps for double face. I'd just start it at $2 and see where it goes. By the way, the little foot-powered press we used to make those in in storage right now, just waiting for somebody fired up enough to want to stomp out some more counterstamps.
