I have one. It's clearly incuse -- with the light coming at an angle, the far side of the insides of the letters are illuminated.

I forgot all about listing my collection in my profile and I really need to update it through 2017-2018!
Will do soon, since I've added a few more mentionable coins to my collection since 2014.
