I'm kinda thinking that is was happens around the rim when a die is getting over used (worn) - others will know for sure.
Rest in Peace

Out of collar strike. The die had come in to strike with a retracted collar note the partial brockage and a slightly tilted strike which shows up 180 degrees out on reverse too.

I think it is Die Deterioration, as Mark said. It is sometimes called a "Ridge Rim" because of the added ridge inside the normal rim. That is caused by incessant pressure from metal flow outward against the die as coins are struck. Plating bubbles that develop accentuate flaws like this, but they are not of any value.

I believe this is fairly common on mid-late '80s zinc cents.

@Crazyb0

I'm not seeing how it could have been struck out of collar.

If you mean the raised area through IN GOD, that is Die Deterioration. An extreme case of it too.

Not really as this was common on the coins from the Zincolns in the 80's.
